Morning all,
trying to register a velo solex i brought back from france and the HMRC is asking for valuation (so i do pay VAT hopfully) by a recognised club. can anyone recomand a recognised organisation that can provid an official valuation for a velosolex 3800 from 1972 (i have the registration documnets)

Never heard of getting a valuation for the HMRC before, I thought it was done on purchase price. Sorry I don't have a recommendation as to getting it valued. "(so i do pay VAT hopfully)" I would of thought value was low enough not to have to pay any.

I may be wrong. Things change. When I registered my two IWL scooters, which had German papers, HMRC or DVLA wanted a NOVA or whatever(I would have to dig out tge paperwork. I simply told them that VAT was introduced in 1973 so as my scoots were 1960's no VAT would be chargeable anyway. They accepted that argument. Originally, DVLA wanted me to restore them before registering. I did not agree as they were intact and rideble. I MOT'd them and got them registered. I felt that DVLA's initial response was to try to palm you off with a delaying tactic If you write back with a reasonae story they decide to sort it out. This was a few years ago.

below is theemail i got from HMRC after trying to register with a NOVA Thank you for your NOVA application.
Firstly, if your vehicle has an engine with a displacement or a cylinder capacity of 48cc or less, a NOVA will not be required.
If, however, it is more than that and you do require a NOVA please follow the guidance below:
If you have moved to the UK for a period of 12 months or more, you may be entitled to claim Transfer of Residence Relief (TOR). There would be no import Duty or VAT required to be paid if the relief is granted.
The TOR application form ToR1 can be found at www.gov.uk
You can contact the TOR Team on 0300 322 7064 (option 4) or at nch.tor@hmrc.gov.uk for further information.
Once the TOR is granted, you will need to email us the following:
-TOR reference number
-Your full name and UK address
-Date the vehicle arrived
-Certificate of Title or Registration Document or Export Certificate or Dating letter from vehicle manufacturers to confirm the year of manufacture, make, model and VIN/Chassis number
If you are not eligible to claim TOR, import VAT will have to be paid on the vehicle. So that we can calculate the VAT due, please supply the following:
-Current valuation of the vehicle from a garage/dealership or motor club (we cannot accept valuations from online sources)
-Certificate of Title or Registration Document or Export Certificate or Dating letter from vehicle manufacturers to confirm the year of manufacture, make, model and VIN/Chassis number. If you do not have that paperwork, a photo of the VIN taken from the vehicle will be accepted.

I have never heard of TOR but it does look as if it is for a vehicle that you bring with you when you enter the country for more than 12 months. Did you? Perhaps your moped was already in the country and you bought it at a boot sale for £30 with no receipt? In any case, there is a good argument that if your moped is pre 1973 when VAT was introduced in the UK, it cannot be VAT chargeable.
The NOVA route should work. Bought recently from within the UK not known when it arrived and cannot trace the seller. Pre 1973 so no VAT payable. Worth a try.

Just a quick "Hmmm!" on this situation. I had a Solex 2200, not UK reg', I sold it on before I registered it. If I bought a Velosolex now, assuming it was after '73, what bits of the Nova apply? Does the "Imported from the EU" bit change, seeing as we're too stupid to play with the other kids. Also, on the route of registering stuff. I got my Spartamet back. Don't know where it was from, I have only the EACC dating certificate (1997). It's only 30cc, Nova not needed. Where do I find a List of requirements for road use in the UK? It has no generator, uses a battery and has dynamo lighting. Has no brake light, no Speedo, but they're only a 15mph capable by design. I know it's a "Low Powered Moped" classification. Do I need to get an MOT, before registering it? The only foreign trades I've done in the past are Touring USA on a Harley Sortster, then getting it shipped back here and registered by the people that did the shipping, and I sold my C reg' 2CV in Lille, to get money for travelling round India and through to Thailand. Basically, I've got an excuse, I broke my BRANE, and I can't follow Official Legal-Speak. Anybody can help on either of these question, I would be really grateful. Spartamet is the First to sort out, asap.

As above but TBH I would just take it for a test and see !!! There could be some arbitrary items and AFAIK they have to do the test on the vehicle as presented.
