Seen a Ardingly yesterday.
I says Ducati on the tank, but not like any Ducati I have ever seen. Not too sure about that engine either, made for the Spanish Post Office apparently.

made for the Spanish Post Office apparently. It'll be a Mototrans then: the Spanish maker of Ducatis. The isolationist policy of the Franco régime made importing mopeds prohibitively expensive, so several European manufacturers (Ducati, Lambretta, Motobécane, Moto Guzzi, &c, &c) set up subsidiaries in Spain.
This bike is a Ducati Mototrans Mini 2.
