Look to me like a Motobecane engine to me. Named after Robert Oubron - a prewar French racing cyclist - rather than made by him.

Ets Robert Oubron, 84 rue des Sorins, Montreuil-sous-Bois. The first moped, in 1951, had a Perrenoud roller-drive engine. From 1952-54 used Briban and Le Poulain 'Cyclobloc' engines. Also made a 70cc Lavalette-engined vélomoteur in 1955. In '55 & '56 they switched to Junior engines (and I think this one is the Junior-powered Grand Luxe model). Used SER engines in 1957.
This wasn't just the use of a famous name, Robert Oubron himself ran the company. He rode one of his machines in the 1951 Tour de France Cyclo-motoriste, coming joint first. He also came fourth in the 1952 Paris-Nice cyclomotoiste.
