From the look of the engine, I'd say it's from the USSR.

Val's husband passed quickly after a short illness 4-5 years ago, she was still about 2019 Don't recognise the Scott owner Is that Keith Flood ? he's still about. Don't recognise the W/W owner Michael Flood ? didn't know him, passed several years now. The bike lives on.
Perhaps I would have been clearer if I'd said not all their owners... Anyway, left to right: Bob Whiteman [*], Keith Flood, David Dunton, Michael Flood. Bob and David were roped in for the photo ... the bikes were all from the Floods' fleet. The article is in the August 2003 Classic Bike. When we have runs again you could rummage through the second-hand magazines to see if there's a copy; 50p will be a bit cheaper than the eBay price.
[*] Well, it says 'Whiteman' in the article but I've a nagging doubt that it ought to be 'Wightman'.
I went the other £2.75 £3.25 including postage for the complete magazine, better than £8.89 for 3 pages. Tenuous link time I nearly had a Ducati 900SS for a few hours, a night drinking with my brother he was going to sell his one previous owner bike, when I went round the next day he didn't want to sell it. I had the Cyclemaster instead and the rest is history.

Confirmed ... I guess the Raleigh lamp bracket (it could be a Raleigh handlebar stem too) led to the misidentification.
